I was great friends with the 2 painting contractors that ran the crews for all the apartments I serviced they would water that paint down until it was so thin it barely hung on the walls! I have witnessed it stay wet for so long mildew would start to grow! Not on one occasion but on dozens of occasions! I'm telling you this to make my point about the difference between Apartment quality and Residential Quality.
